Here's an interesting note on USAID funds to Pakistan:

In 2001, $236,171,593 was provided to Pakistan through USAID.

In 2002, we gave them $1,089,936,963

All funds prior, from 1948 to 2000 amounted to $156,258,739

From 2001 to 2016 amounts to $17,024,731,943

Another interesting note: buried in the USAID dbase are 4 cash transfers in 2007 which they claim are for water, education etc. that total $215,320,817. Those are the only cash transfers in the entire dbase for Pakistan.
