It's more that the US can make humiliating demands of other nations and most countries comply.
Imagine a senior US official telling senior German officials, "This is a critical matter for US national security. We're taking the servers right now. Escort us and cooperate with us, or face the embarrassment of having US forces operate in your country without your cooperation."
I think Germany would avoid the embarrassment.
