Good question without a clear answer in the abstract. I think the most natural interpretation is the day the ballots are cast, not the day the canvass (ballots counted) is completed. Reason being that the improper influence is manifested when the ballots are cast. The time is ripe to investigate what came before casting of the ballots.
That said, a presidential election is actually cascading elections, 1) people elect electors, 2) electors cast ballots for POTUS/VPOTUS, and improper influence can be exerted not just before ballots are cast, but also can be exerted by the counters. I assume we have agents of foreign governments in elected positions. Lest this come off as shocking, this accusation is exactly what was made against Trump.
