Each state gets 1 vote.
I don't think that's right but I'm not 100% sure.
There are scenarios where state legislatures vote.
There are scenarios where US Rep and US Senators vote.
State Legislatures can vote for a slate of electors to get to 270.
But if some states didn't send electors, and there is no candidate that gets 270, that's where you get your 1 state 1 vote, and that is based on US Reps and Senate (and maybe not Senate?)
And, I could be wrong.
