Is POTUS giving a topic to dig here?

The speaker in the vid is telling how ES&S and Dominion and others were actively hostile to attempts by friendly hackers to help expose possible security flaws in their machines.

But isn't it at least a common practice today, if not a standard practice, for companies running critical software to do security testing, often with outside groups? (I know it happens, but not sure how many get away with avoiding it.) Don't many companies pay "bug bounties"?

If the election software companies are actively hostile to attempts to expose flaws, this suggests at the very minimum criminal negligence. "KNOWINGLY"

It might be useful to find evidence regarding their hostility towards white hat hackers.
