That's called equivocation. Perhaps the GOVERNMENT doesn't use it itself directly any longer (it has other things that replaced it), but that doesn't mean said government operatives didn't sell it (perhaps with a little pay to play mixed in) to private and foreign actors with whom they work. Kinda like, we didn't burn anybody at the stake, the magistrates did! Without adding that if said magistrates didn't tow the line, they would be cursed to everlasting damnation. See how that works?
Perhaps a calculated move. Start a fire, then back off when somebody returns fire, showing an example of how fire starters were pansies and ran off. This then encourages Trump followers everywhere to challenge fire starters in their location, and voila, a civil war.
