>No. "Openly declare" means what it says. However, undertaking covert acts of extreme animus, e.g., completely undermining a target country's national elections, are grounds for the aggrieved Country to respond as if a state of war exists.
This, in my eyes, is no different from a 9/11 or a Pearl Harbor. If they have been changing the votes for years than the loss of life that lies at their feet is exponentially greater than either of those attacks.
This is an act of war, and we would be well within our rights to respond with the destruction of both countries governments.
