Where the horizontal numbers are definied in numbers you took number 11,
the vertical numbers are definied as letters from the alphabet, so maybe 3 = 'C' in this.
I've found an map where 11.3 is significant to the region that is mostly the state of North Dakota. With a place like Bismarck in the middle of this marker-point.
