Help for a fellow anon:

If you want to stop this: go to C:\ Windows\SoftwareDistribution\Downloads

Select all and delete. If it asks ok it to continue.

Reboot.

The system will appear to update but it will not.

However Microsoft will download the update again in the future and run eventually.

If you have Windows10 Pro, you can configure Group Policy to not automatically update.

This works perfectly and is not bullshit.
