legal grounds would be:
color of law
abuse of power
fraud (when you address the fact testing for COVID doesn't test for COVID at all, but A coronavirus.
subversion
It doesn't cost anything to file a petition, and you don't typically need a lawyer. just facts.
I hate to say it anon, but I believe the businesses are in on it, too.

a recall petition for Inslee would likely have to be filed under 'violation of oath of office', which means proving he violated the US Constitution, as well as the Washington State Constitution, which he swore to uphold.
the depriving of rights based on fraud would likely qualify, as well as the fact that he never consulted with the legislature when extending, or mandating these 'executive orders'. and 'color of law' is against the US Constitution as well.
then there's the violation of immigration laws (declaring WA a 'sanctuary' state).
