When is "the conclusion of a United States election"?

 

Has the 2020 Presidential election concluded yet? I don't think so. The electoral college hasn't voted.

 

Suppose the "conclusion" of the election occurs on December 14th. Then the assessment is due by January 28th, 45 days later, and the report is due by the 14th of March, 45 days after that.

 

I don't think the processes that this executive order sets in motion are going to be able to undo the election fraud before the inauguration.
