I think what you both referring to has to do with Free Will.
The evil doers need to inform you of their plans, so you have the opportunity to "opt out" if you care to. By doing so, they avoid denying you exercising your God given Free Will.
In the case of the movies, this is often referred to as "Predictive Programming".
