Very plausible. Yes, the question of "why no arrests" has been a source of frustration here and among normies for what seems like an eternity.
I will add an additional theory as to why no arrests. The Plan required them to take the bait (massive election fraud). Like with bass fishing, you need the fish to grab the bait full on…not nibble at it. If the fish is suspicious, they will nip at it and you won't be able to set the hook. But if the fish is convinced the bait is real food, and it looks super tasty, they will grab it without hesitation…and you've got them…HOOK SET, reel them in!
Arrests would have made them leery. If they were nervous, they would have been much more careful about what they did at 2 AM on November 4th. Instead, they were brimming with confidence that they would get away with it. And why wouldn't they? HRC had gotten away with the bleach bit trick. McCabe, Strzok, Lisa Page, Brennan and more hadn't been arrested for lying to congress or obstruction.
These non-arrests were necessary to give them confidence to throw caution to the wind and grab the bait with gusto.
