Is the requirement that the money be put up now and to be reimbursed later? A measure to avoid nuissance lawfare within the tight deadlines? The process is launched if the requirement for a recount proves legitimate - regardless of outcome of that recount. Ultimately, there should be no cost to a legitimate recount.
