Note that the 19th century saw the philosophical seed planted for a lot of the problems that are flowering at present. For example, the legalisation of divorce in the various countries of Europe was just starting; see Pope Leo XIII's encyclical "Arcanum" on marriage:

"For every high priest taken from among men…" (Heb 5:1). If the pool of available priests is thin on good ones, it's because the society of families that produced those men is fucked-up. The reason the family fucked-up is because Satan is screwing around, tempting people particularly strongly in the sexual area.

In 1884, Leo had a vision that Satan would be granted power over the Church for 100 years:

Satan has been corrupting the Church both directly and indirectly by corrupting the family. So, that there has been a serious weakening of Church right at the top is not exactly surprising.

Even paper ballots have potential for fuckery.

Say, a woman with long nails glues a piece of pencil lead under her fingernail, so it projects just a little bit. When she is handling the paper ballots, even in front of the poll watchers, she can surreptitiously mark the ballots that had been good votes for the "wrong guy" with a mark of some sort. She can spoil ballots for the wrong guy, thereby upping the votes for the "right guy".

There's no perfect system, sadly.
