SO what I'm reading from this 50 USC 1701 is the President shall prohibit or impose strict conditions on maintaining an account in a foreign financial institution that engages in 2.B:

That's all well and good, but that does that have to do with finally ending the agreement? Or better yet, finally vetoing the agreement before it is signed into law.
