SecDef and Ezra do not control civilian special ops outside of the DoD. Yes there are both civilians and military members involve in DOD special ops, what he is saying is that they are cutting layers out of the command system so that things can happen more rapidly without resistance and red tape.
Seriously man, most DoD departments are staffed by civilians then it goes down to the military members. The civilians' job is to implement the executive branch policy.
