Belgium’s biggest banks propose system to share suspected money laundering information

The proposal was made at a Belgian parliamentary hearing held in response to the FinCEN Files investigation.

Under fire for anti-money laundering failures, a group of Belgium’s biggest banks proposed the creation of a platform to exchange information about suspect transactions with Belgian authorities and one other, as efforts to stem the flow of dirty money gather force globally.

In testimony before the Belgian parliament’s finance committee last week, the Belgian banks — ING Belgium, KBC Bank, Belfius Bank and Insurance and BNP Paribas Fortis — jointly asked for laws allowing them to set up a secure system to share information about suspected money laundering and the shadowy entities behind the transactions.

“We are urgently asking to engage as a real partner in the fight against money laundering, and not just as a reporter of suspicious transactions to the anti-money laundering unit, as is the case now,” Marc Raisière, chief executive of Brussels-based Belfius, testified, according to the Belgian news organization De Tijd.

The Belgian banks’ proposal follows a recent agreement by European finance ministers to create a new European Union-level body with direct supervisory powers over some “high-risk” institutions, as well as the authority to take over supervision from national regulators in “clearly defined and exceptional situations.” The ministers also gave their backing to a proposal to harmonize anti-money laundering rules across the EU and provide coordination and support for national financial intelligence units of member states.

The Belgian proposal, and the hearings themselves, are the latest fallout from the FinCEN Files, a global investigation by more than 400 journalists that revealed how banks continue to move dirty money for drug cartels, corrupt regimes, arms traffickers and other international criminals, and how a broken U.S.-led enforcement system allows it to happen. The probe was based in part on 2,100 top-secret suspicious activity reports, or SARs, obtained by BuzzFeed News and shared with the International Consortium of Investigative Journalists and its global media partners. The SARs are filed by global banks to the United States Treasury Department’s intelligence unit, the Financial Crimes Enforcement Network, known as FinCEN.

European Authorities Crack Down on Arms Traffickers

Police in Europe cracked down on the illegal arms trade across the continent in two separate operations that saw 18 arrests, dozens of objects raided, nearly 200 firearms and millions in assets seized across the continent.

Spanish authorities arrested seven suspects, seized 18 properties worth about 10 million euro (US$11.8 million) and froze over 50 financial products from a large organised crime group that transported armements as large as tanks across the Mediteranean, and even once managed to break a compatriot out of a Greek prison.

“The criminal network, made up of Latvian, Spanish and Ukrainian members, illegally transported Russian weapons and explosives in commercial ships from Ukraine mainly to conflict zones in North Africa and the Middle East, subject to international embargoes,” Europol said in a statement.

To be able to use their ill-gotten gains, they also established a complex money laundering scheme where their funds were filtered through investments in multiple tax havens before returning to Spain.

Their illegal activities would likely have continued unnoticed had cracks not started to show in the group’s security and had a dispute not broken out between the leadership.

Meanwhile, police raided 81 houses in Romania, Albania, Greece and Portugal as part of Operation Bosphorus that targeted so-called “alarm and signal” weapons made in Turkey and trafficked into Europe through Bulgaria, Europol said on Monday.

Alarm and signal weapons are generally non-lethal facsimiles of popular firearms, designed to fire blanks. However, according to Europol, they are popular with European criminals, because they are cheaper to manufacture and can easily be converted into a lethal firearm.

During this operation authorities arrested 11 suspects, seized 191 firearms and 3,714 cartridges of ammunition, small quantities of drugs and unstamped cigarettes packs, false IDs, a vehicle and 164 pieces of pyrotechnics.

Husband of Whistleblower Released Following Arrest in Greece

The husband of a whistleblower who provided evidence of alleged corruption to slain Maltese journalist Daphne Caruana Galizia was released on Tuesday, one day after police arrested him following a request from Cyprus' authorities.

Pantelis Varnava, the husband of Maria Efimova and a citizen of both Greece and Cyprus, is facing extradition from Greece on charges of fraud, embezzlement, forgery and money laundering, according to a document he shared with OCCRP. He denies any wrongdoing, and his lawyer says that the charges are a continuation of a string of accusations previously made against his wife.

Efimova, a former employee at the Malta-based Pilatus Bank, is known for having blown the whistle to Daphne Caruana Galizia, exposing a money trail facilitated by her bank between Azerbaijani President Ilham Aliyev, and Michelle Muscat, the wife of Maltese ex-prime minister Joseph Muscat, to whom he had allegedly been sending payments to.

A subsequent investigation in Malta failed to back Efimova’s claims and she was ultimately charged with perjury.

Efimova, along with her husband, first faced arrest warrants from Cypriot authorities in January of 2018 after they alleged that she had stolen funds from I.F.D. Fragrance Distribution Co. Limited, a Cypriot firm where she had previously worked.

Months later, Efimova was also issued an arrest warrant by Maltese authorities for allegedly embezzling several thousand euros from Pilatus bank and defaming public officials. She subsequently turned herself in at a police station in Greece, where she fled back in 2017.

The Greek courts ultimately rejected Malta’s extradition request over what they said were insignificant offenses.

In a Facebook post, Efimova said that the most recent arrest of her husband was made under the “same ridiculous charges” that were filed against her three years ago, and that they were being made by corrupt actors in Malta and Cyprus, who she said had joined forces yet again.

Her husband responded to the charges as well, telling OCCRP that he had never worked at the company he was being accused of stealing from, and that he has also “had nothing to do with its director.”

His lawyer, Dionysis Verras, called the accusations against his client “fabricated” and “rigged,” saying that it served as a “continuation in a chain of European warrants which started a few years ago with his wife.”

“I realized that there was something wrong with the case of this person [Varnava]. There’s something much more serious, and they are trying to implicate him because of another more serious matter which apparently has a procedural, vindictive character,” Verras said.

“I believe it is the last time that this family should be tested and I believe that with what is going to happen here, their adventure will come to an end,” he said, adding that he and his client “have documents showing that a dirty game is being played on him.”

The Court of Appeals of East Crete will decide Varnava’s fate, which, according to Verras, is expected to convene in the coming days.

In Shake-Up, Acting SecDef Elevates Special Operations to Be 'On Par' with Service Branches

Acting Defense Secretary Christoper Miller announced Wednesday that U.S. Special Operations Command will now report directly to him, putting it on par with the service branches.

He said the move comes in recognition of the nation's increasing reliance on its covert forces.

"I have directed the special operations civilian leadership to report directly to me," Miller said. "It will put Special Operations Command on par with the military services for the first time. This reform will immediately improve agility for the department and the command and will enable us to streamline decision flow; enhance decision-making; and more adeptly support our commanders and their superb soldiers, sailors, airmen and Marines."

With the support of President Donald Trump, "We are forging the next chapter in the history of U.S. Special Operations forces and formalizing a watershed reform," he added. "Right now, we start the transition to provide greater civilian oversight of and, critically, advocacy for our special operators."

Miller made the announcement at Fort Bragg, North Carolina, on his first trip outside the Pentagon since being appointed to take over from fired Defense Secretary Mark Esper on Nov. 9.

He said Congress had endorsed the move to elevate SOCOM's status in the 2017 National Defense Authorization Act.

The action follows Miller's sudden announcement Tuesday that U.S. forces will draw down from about 4,500 to 2,500 in Afghanistan, and from about 3,000 to 2,500 in Iraq, by Jan. 15 – five days before the inauguration of President-elect Joe Biden.

The acting SecDef also appeared to signal that he intends his time in office to be transformative. He said that enhancing the status of Special Operations Command is in line with his three priorities: Bringing an end to the wars in Afghanistan and Iraq; carrying out the National Defense Strategy, which focuses on China and Russia; and accelerating efforts to combat transnational threats.

Miller also noted turmoil at the Pentagon and the blowback his initiatives have received during his short tenure. He cited a remark often attributed to President Harry S Truman: "If you want a friend in Washington, buy a dog."

In authorizing the change, Miller addressed a long-standing complaint of special operators since Special Operations Command was made one of the Combatant Commands in 1987.

The secretaries of the Army, Navy and Air Force report directly to the defense secretary but the assistant secretary of Defense for Special Operations/Low Intensity Conflict (SO/LIC) report through the undersecretary of Defense for Policy.

Australian officials respond angrily to fresh attacks from Chinese diplomats

Australian officials have responded angrily after a Chinese diplomat in Canberra launched a fresh attack on the Federal Government, reeling off a long list of grievances and perceived slights.

Late Tuesday, Nine Newspapers reported that an anonymous Chinese official had provided it with a document laying out more than a dozen complaints against Australia.

Many of the allegations have been previously made by Chinese officials in recent months.

The document says Australia has unfairly blocked Chinese investment, spread "disinformation" about China's efforts to contain coronavirus, falsely accused Beijing of cyber-attacks, and engaged in "incessant wanton interference" in Hong Kong, Taiwan and Xinjiang.

It also lambasts the Federal Government's decision to ban Huawei from 5G networks and criticises Australia's push against foreign interference, accusing it of "recklessly" seizing the property of Chinese journalists and allowing Federal MPs to issue "outrageous condemnation of the governing party of China".

The relationship between China and Australia has nose-dived this year.

Beijing has hit several Australian exports with sanctions and has made thinly-veiled warnings that more products will be targeted.

On Tuesday, China also responded angrily to a new defence pact between Australia and Japan.

But Australia is increasingly concerned by incessant cyber-attacks emanating from China, as well as what it believes are persistent attempts by the Chinese Government to interfere in domestic Australian politics.

An Idaho mother who admitted to having sexual relationships with multiple underage boys has been sentenced to 90 days in prison.

Amanda Katherine Steele, 35, from Soda Springs, will serve only three months in jail followed by a seven-year probation period after pleading guilty to two felony counts of injury to a child, District Judge Darren Simpson announced on Tuesday.

Steele admitted to the charges in June after striking a plea deal with prosecutors who had initially charged her with three felony counts of child sexual battery committed by lewd conduct.

New York City schools will shut down starting Thursday due to a spike in COVID-19 cases, Mayor Bill de Blasio announced on Wednesday.

De Blasio said officials opted to close schools out of an abundance of caution after coronavirus test positivity rates hit the 3% threshold.

"We must fight back the second wave," the mayor said on Twitter.

NYC principals are being told to take necessary items home with them as remote teaching will begin in the morning.

Students will shift to remote learning during the indefinite shutdown and all school buildings will remain closed until further notice, NYC Department of Education Chancellor Richard Carranza informed parents in a letter sent to them on Wednesday.

"Please note that this is a temporary closure, and school buildings will reopen as soon as it is safe to do so," the letter, obtained by Fox News, said.

"I know that for many of you, this decision to temporarily close school buildings that we recently opened up will be disappointing, and I understand," Carranza wrote. "But by confronting these challenges together, we can continue to fight back against COVID-19. And I am confident that before long, we will be able to safely reopen our school buildings again."

For days, the city has seen infection rates creeping upward, and de Blasio had previously warned closures could be imminent to keep children safe.

De Blasio said the city could be implementing "additional restrictions" in New York City that could impact other industries, he announced at a press conference on Wednesday, as he also urged more people to get tested for the virus.

The school closures come just days after parents submitted their decision opting for blended learning a mix of online coursework and in-person instruction or fully remote classes for their child.

The chancellor said students who opted for the blended option can return to in-person classes when schools reopen.

Soros, Bloomberg-Funded Group Pushes Six Figures Into Georgia Runoff

Black PAC's canvassing cash is the first expense from outside liberal groups supporting Warnock, Ossoff

A group bankrolled by liberal billionaires George Soros and Michael Bloomberg is pouring $300,000 into Georgia to back Raphael Warnock and Jon Ossoff in the runoff elections.

The Black PAC, which works to push black voters to the polls, on Tuesday reported spending $300,000 on canvassing for the two Democratic candidates. This is the first significant expense from an outside liberal group in the pivotal Georgia runoffs that will determine which party controls Congress's upper chamber next year. The elections are expected to garner tens of millions in outside spending from Democratic and Republican groups.

The Black PAC is heavily financed by left-wing billionaires, dark money, and the Chuck Schumer-tied Senate Majority PAC. It received $1.5 million from the Democracy PAC, a super PAC created by Soros, and $6.32 million from Bloomberg. The Sixteen Thirty Fund, which has been used as an avenue to push $55 million in secret cash into the 2020 elections, gave $2.25 million, while the Senate Majority PAC added $1 million. Other liberal groups, such as America Votes, Unite the Country, and various union PACs, have added millions more.

The Black PAC's latest filings show the group raised $23.5 million and spent $12.5 million as of mid-October. It did not respond to a request for comment.

The Black PAC is just one of many groups bankrolled by wealthy liberal donors and Democratic Party interests expected to ramp up activity for the Jan. 5 elections. Republican groups have already entered the state.

Far-left activists have also launched new groups to back the Democratic candidates. Nabilah Islam, an unsuccessful congressional candidate backed by Reps. Ilhan Omar (D., Minn.) and Alexandria Ocasio-Cortez (D., N.Y.), will lead the newly created Save Our Senate PAC. The super PAC is expected to drop millions backing Warnock and Ossoff.

Warnock, who is facing Republican senator Kelly Loeffler, has come under fire for his controversial associations and past comments. He has praised anti-Semitic pastor Jeremiah Wright and said in a 2011 sermon that "nobody can serve God and the military." Warnock's spiritual mentor, Dr. James Hal Cone, has called for the "destruction of everything white."

Ossoff, who in 2017 lost a congressional race after hauling in record sums, is facing off against Republican senator David Perdue. Ossoff has never voted in a runoff election in the state and could not even vote for himself in his 2017 race because he did not live in the district he sought to represent.

Republicans currently hold a 50-48 advantage in the Senate following the 2020 elections.

Several Georgia Recount Monitors Describe ‘Odd Batches of Ballots’ That Stood Out – Pristine Sheets with Perfectly Marked Bubbles – 100% For Joe Biden

Georgia Secretary of State Brad Raffensperger recently ordered a statewide audit and hand recount amid overwhelming evidence of voter fraud.

The recount however appears to be rigged because elections officials are not checking signatures and now it is being revealed that the state is instructing officials to report original vote totals.

So far three Georgia counties have found ‘missing’ votes for President Trump in the statewide recount.

Several recount workers, including Democrats, have described odd batches of pristine ballots with perfectly marked bubbles all for Joe Biden.

One Georgia recount worker went on the record in Wood vs. Raffensperger and described an odd batch of ballots that stood out — pristine sheets with no markings that went 98% to Joe Biden.

The monitor describes how ballots that had been handled looked worn and had already been written on — except for a magical pristine batch for Joe Biden.

The recount worker said this pristine batch of ballots had a different texture and that the markings for the candidates were “unusually uniform” as if marked by a ballot-marking device.

“Most of the ballots had already been handled; they had been written on by people, and the edges were worn. They showed obvious use. However, one batch stood out. It was pristine. There was a difference in the texture of the paper – it was as if they were intended for absentee use but had not been used for that purposes. There was a difference in the feel,” One recount worker said on record.

“These difference ballots included a slight depressed pre-fold so they could be easily folded and unfolded for use in the scanning machines. There was no markings on the ballots to show where they had come from, or where they had been processed. These stood out.”

“In my 20 years’ of experience of handling ballots, I observed that the markings for the candidates on these ballots were unusually uniform, perhaps even with a ballot-marking device. By my estimate in observing these ballots, approximately 98% constituted votes for Joseph Biden. I only observed 2 ballots as votes for President Donald J. Trump.”
