About attempts to change a recount manual at the last minute:

 

Each state has laws then regulations and codes. How recounts are done need to adhere to regulations and codes statewide.

 

I would think this is as bogus as trying to change how absentee ballots are handles, due dates, and the like.

 

The election was conducted under one set of rules. This is about not liking the (real) outcome and changing the rules of conduct after the fact.

 

This disenfranchises everyone.
