3D laser scanning, anon. Once the data is represented as points in 3D space, software creates a polygon model from the cloud of points. The model can then be scaled to any size. There is a similar process called photogrammetry, which uses images and reflection to approximate the 3D shape. It is not as accurate as laser, but can be useful depending on your sculpture, and how much accuracy is really needed.

You are asking about two different things in effect. The first is, how to capture the shape of your sculpture and scale it up. That is easily done.

 

The second is, how to reproduce the larger sculpture in physical form. If you want to be exact, there are boat companies that have gantry CNC machines that can carve something that large. It will not be cheap.

 

The old school way would be to cut sections from the 3D model every six inches, then scale those up and cut them out. You would have a 20 ft. tall 3D grid that was the correct shape.
