Algorithm and system are just there to make test sound more important instead of just calling it a test. Sure it could be testing both the logic and hardware, but that is irrelevant here.
The OS would crash long before the you'd need to test the "algorithm", unless you were testing how biased it is. The hardware is typically tested during startup by the OS, so again there is no point for it to be there, unless you were adjusting a peripheral, like a touch screen. That said, a lot of these machines don't have anything that needs to be tested.
Finally, it doesn't matter if it is a test or not if it can be used to produce data that can be used to steal an election.
