I wonder if this was a go-around relative to the SES.
The SES is the bureaucracy that was standing in the way and controlling things. POTUS cannot fire the highest levels of the SES. His EO only takes care of the mid-level and lower SES. But this shift by Miller removes the upper SES control over SpecOps.
That's my guess, at least.
