Ok. As I understand it…. the voter roll is the only proof an absentee voter is who they say they are. Essentially, if the roll matches the voter then it is a good ballot. The problem is that one can add a name to the roll and a ballot that is totally fake and there is no way to verify they are a qualified voter. The solution is to match the role with the automatic email that is generated when a voter goes on line to request an absentee ballot. That is a huge undertaking but may yield huge fraud.
