For perspective, last week it was confirmed that there were just over 300k requests for out of state change of address, during the pandemic alone.

One million isn't that farm off if we consider at least these two possibilities as a reason for that difference.

Some people just left and didn't submit change of address.

Some households consisting of two (usually 3 or more) people of voting age, but only one change of address is needed for all. That would at least double it to 600k from pandemic alone.

Also, 2016-Dec 2019 some people just left.

 

Not saying this IS the reason, just a maybe.
