Boris Johnson Outlines Plans to Make Britain’s Royal Navy the Most Powerful in Europe

 

LONDON, Nov 19 (Reuters) – Prime Minister Boris Johnson pledged to restore Britain’s navy to its position as Europe’s most powerful maritime force on Thursday, highlighting that shipbuilding could also help heal divisions between the four nations of the United Kingdom.

 

With repeated polls suggesting most people in Scotland now support independence, Johnson was keen to press the case for how England and Scotland can work together.

 

He announced plans for 13 more frigates as well as committing to a new generation of warships, which he said would spur a renaissance in shipbuilding across the United Kingdom.

 

This will illuminate “the benefits of the union in the white light of the arc welder’s torch,” Johnson told parliament. “If there was one policy which strengthens the UK in every possible sense, it is building more ships for the Royal Navy.”

 

Earlier this week, Johnson angered many Scots by calling the devolution of powers to Scotland “a disaster”, a comment that played into the hands of Scottish nationalists.

 

The bonds holding the United Kingdom together have been severely strained over the last five years by Brexit, the government’s handling of the COVID-19 pandemic, and repeated calls by the Scottish National Party for a new referendum on independence.

 

Johnson is particularly disliked in Scotland, where he is seen as patronising and arrogant. The unpopularity of Johnson is the single biggest factor driving an upsurge in support for Scottish independence, a survey by the political consultancy JL Partners said last month.

 

The prime minister also guaranteed the future of Scotland’s Black Watch regiment, which earned a fearsome reputation fighting in the British Empire’s campaigns, two World Wars, and more recently in Afghanistan and Iraq.

£50 billion in UK banknotes is 'missing.' Nobody has an explanation

 

A group of UK lawmakers said on Friday as much as £50 billion ($67.4 billion) in cash was "missing," and it urged the Bank of England to investigate. The money is "stashed somewhere but the Bank of England doesn't know where, who by or what for — and doesn't seem very curious," Meg Hillier, chair of the House of Commons Public Accounts Committee (PAC), which oversees government finances, said in a statement. "It needs to be more concerned about where the missing £50 billion is," she added.

 

The Bank of England immediately pushed back. "Members of the public do not have to explain to the Bank why they wish to hold banknotes. This means that banknotes are not missing," a spokesperson said in a statement, adding that the central bank would continue to meet public demand for notes.

 

Despite the increased use of digital payments, demand for cash has risen in most advanced economies since the global financial crisis, according to a 2018 report by the Bank for International Settlements. This has been partly driven by lower interest rates, the report said, which have diminished returns on savings held with banks. "We are seeing the increasing use of cash as a store of value, as opposed to for transactional purposes," chief cashier at the Bank of England Sarah John said in testimony before the Public Accounts Committee in October. Worries about the strength of financial institutions since the 2008 crisis have also contributed to this, she added.

 

And while there was a sharp decline in demand for notes and coins during the peak of coronavirus lockdowns this year, it has since recovered, with people stockpiling even more cash at home as a result of the pandemic. The number of notes in circulation in Britain reached a record high of 4.4 billion in July, with a total value of £76.5 billion ($103 billion), according to a September report by the National Audit Office (NAO), which monitors government spending. This compares with 1.5 billion notes worth about £24 billion ($32.3 billion) in 2000.

 

At the same time, the volume of cash payments has declined, a trend likely to accelerate because of the pandemic. A decade ago, cash was used in six out of 10 transactions; last year it was less than three. The Bank of England estimates that between 20% and 24% of the value of notes in circulation are used for cash transactions, with a further 5% held by UK households as savings.

 

"Little is known about the remainder, worth approximately £50 billion, but possible explanations include holdings overseas for transactions or savings and possibly holdings in the UK of unreported domestic savings or for use in the shadow economy," the NAO said in its report. It recommended that the central bank, working with other public authorities, improve its understanding of what is driving the increase in demand for notes and who is holding the £50 billion.

Crown Agents

 

These were a not-quite governmental, but not private, auspice of Great Britain. Chartered in 1833 to buy & sell in British colonies, after WWII peddling British weaponry abroad was their main employ.

 

Crown Agents had broad legal latitude, and often served for the UK to sell WWII-era guns without debate in Parliament. For example, they were used in this capacity to sell WWII-surplus 40mm ammunition to Nigeria during the Biafra war.

 

As late as the time of President Ford, the USA considered Crown Agents to be sovereign entities, as if they were countries.

 

Crown Agents answered to a central office in London. They increasingly became involved not in direct dealing, but rather financing weapons deals. In 1967 an entity called Millbank was founded specifically to finance arms deals. Millbank was £2 million in debt by the 1970s. It was also accused of being a conduit for bribes. Millbank proved the final downfall of the Crown Agents. Bankrupt by 1979, Millbank was absorbed by the UK’s Ministry of Defense while the rest of the Crown Agents subordinated to the British government, losing their unique status. In 1996 the former Crown Agents central office was spun off as a purely commercial company, offering assistance with civil engineering, and the whole system came to an end.

Margaret Keenan, a 90-year old woman from Northern Ireland, on Tuesday became the first person to receive the Pfizer/BioNTech vaccine outside of clinical trials, marking the start of the UK’s mass vaccination program as announced last week.

 

Keenan, who turns 91 next week, said, “I feel so privileged to be the first person vaccinated against COVID-19.
