"The White House" logo features upside down pyramid? Is this new?

Has the logo for "The White House" been changed to include an 'upside down pyramid'? The logo on the left shows the pyramid, the other smaller logo seems to not include this. Is this a new feature? I am looking and I think it might be. It is supposed to be chains from which a light hangs?
