Again - I must point out that the GSA does not 'ascertain' who the President Elect is. The Electors and Congress does. The GSA receives a 'certificate of Electors' from Congress. That is the ONLY WAY that they know who to provide transition resources to. The GSA is a Federal Agency, not a decider of Elections.
