Just shooting the dark here, but could the surge be followed by certain subsidies given to a state or county via the USDA beforehand?
I am a former IRS employee (very short time) and thought it VERY weird that my check was issued via the USDA. When Q asked how another agency attaches itself to another, I considered this relationship. However,
I never as able to determine how the IRS was able to attach itself to the USDA. There could be more to this post considering this odd agency combination…. Also, one of the things that stood out in my mind was the gleam in the eye of employees when they spoke of FEMA overtime pay. I wondered why the IRS people were handling these things and not FEMA themselves? Moar funding for bullshit may be happening via the USDA that we think?
Noticed in the Farm Policy: USDA’s 2019 Trade Aid Package that corn had 1300% increase in the Market Facilitation Program rate from 2018 to 2019 (when the "spread" began.)
