Not sure. Not so much C!A as upper DoD. Waiting 3 yrs to implement the hand off to Eza may have been a way around the older Senior Executive Service since it has been under audit as of late Sept. Placing the Spec-OPs groups under civilian type authority may have put it under some influence of the old SES sub committees/ admins if done sooner. Operations so compartmentalized our own troops may have ended up fighting each other. Just a guess. chime in here if a FREN has another idea.
