This actually does indeed raise a good question of who is/was responsible for that. I would think a Secretary of State but it could very well have been a previous one and ratified by Congress. I really… REALLY want to know how long this has been going on, who is responsible, and everything about it but this is a subject that is pretty difficult to even consider where to look as it is a very uncommon question.
