Seems to me that a big takeaway is that the candidate a voter chose has no relevance in this scheme.
Only thing that matters is the total votes, That has to match official records. For all we know, Trump may have garnered 70% of the vote in these counties. That would have been inconsequential to the machine algorithm, which looks to have "assumed" a pre-determined outcome ratio (purpose of pre-election polling?) and massaged the total vote number to assure that outcome ratio was achieved.
