ISOLATING the scum within with nowhere to run except trough the front door, where they must face their actions.
some try to jump, others try to shoot their way out, but none have yet. slowly, floor by floor the corruption is weeded out and new paint gets splattered everywhere!
until finally, we end up with a firefight in the lobby, killing the last of them. and boom, total renovation/clean start.
