If you read Tom Clancy's "The Cardinal of the Kremlin" you will run across a character who bears a very striking resemblance to Haspel. If I recall her character was an operations spook married to the Moscow Station Chief. In the book she PNG'd by the Russians and expelled for spookery.

Dystopian AF but I do see some merit to your solution. I think the Jury Duty solution for elected officials would dovetail nicely with it. One day you open the mailbox and you read;

 

Greetings, you have been selected at random to be the U.S. Representative for the Xth District of X State. You are ordered to report to Washington DC NLT 20 JAN 21. Your travel is authorized at Gov't expense.

You have to split a government dorm room with some other asshole, you eat in a government chow-hall, and you ride a government bus to and fro. If you think about it, it has to be this way.

If you take the personal financial gain out of serving in gov't, no one would want to do it. However, it MUST be removed. Mandatory service is the only way as far as I can see.

 

We would have true representation and not mob-rule administered by lawyers.
