Why is a two leaf general in charge of vaccine distribution?

Why isn't a doctor in charge, or a vaccine specialist with experience?

A generals job is to close in on the enemy and destroy them, not save lives.

I know it will be the military's job to transport medical supplies in the case of a pandemic, isnt it a tad over zealous to let the military in charge of full distribution?

Will they be responsible of vaccinating those who refuse?

Just seems weird, like china or north Korea weird.
