When they are in such responsible positions, their obligations increase. I don't mind too much if they have to go to psychiatric hospital for 20 years or more, or after treatment are transferred to regular prison.
I suspect they stayed in it largely because of the rewards. They probably could have opted out for a simple hard like like common folks, and some did but they did not. Hence they are guilty.
Consider the actresses who turned down Harvey Weinstein. They didn't become movie stars, but he didn't rape them either. It's a choice made by an adult.
Q has done 2 things:
(1) he popularized and made more legit "conspiracy theories" that were widely disbelieved.
(2) he gives us a front row seat on some of what the admin. is doing.
And to a lesser extent
(3) he gave us new information that most information-junkies didn't even know. Like the extent and importance of child sex trafficking in this whole story.

I think it's a clarification of the wording, which was nonsensical in the old text. Old one implied that Qatar must go into Syria, but that as a result we would close our base in Doha and the regime would collapse. Why then would they do such a thing? It's garbled wording, replaced by new better wording.
