Someone in PB asked how or who made the voting laws.

 

By state, it is passed by the legislature but may be initiated or sponsored by Secretaries of State. You may or may not see their names behind it because they get legislators to sponsor:

What if these orgs could be used as a conduit for sales? Why are these orgs in existence anyway?
