I just made a lengthy post on the last bread, but it filled up so I'm going to keep it brief.

 

Yes, CRISPR/Cas9 systems utilizing dead Cas9 (no DNase activity) fused with an activation factor (histone acetyl transferase or viral VP64) can be delivered to stimulate expression of a gene, even a quiescent one. But I don't think our knowledge is at the point where we could do much in vivo that had a profound and/or desirable effect.
