Given that it is a hypothetical weapon system, I suppose "it fell to slow" could be due to some sort of hypothetical counter system which could negate velocity or mass. Rod of god as a weapon system does not make much sense because you have to put energy into the system (fuel from rockets) plus any inefficiencies and prior to space x also consumables. Your potential energy is not going to be greater than the energy expended to lift so much mass to a given orbit. Unless you are harvesting material up there the system will always be limited by the number of rockets you can launch to get the materials up in space.
