I'd vote for Susskind. Might help to complement it with his Classical Mechanics book. The level is about that you'll need an engineering degree, but anything less isn't QM at all. "Popular" QM (or physics generally, but especially QM) without mathematical formalism is just misleading. It's not expressed in English, but in math.
