States determine voting. However, they need some strict parameters they cannot wheedle out of. Paper ballots, voter ID, absentee and machines for disabled only where needed. Strict chain of custody, no internet and no capability to be connected in any way. Audits, audits, audits. Citizen participation- that is always what they fear most. Citizens think they participate by voting but that's only half of it. Citizens must also be involved in the counting process.
