CFIUS - Committee on Foreign Investment in the United States
Sidney Powell mentioned CFIUS (and spelled it out) to Lou Hobbs regarding Dominion / Smartmatic, so did a little bit of digging.
A useful dig would be to figure out exactly who was on the CFIUS committee while they investigated Smartmatic & Sequoia.

In 2006, Rep. Carolyn Maloney wrote to Henry Paulson calling for an investigation of Smartmatic / Sequoia by CFIUS due to its Venezuelan roots and murky ownership structure. The CFIUS investigation led to Smartmatic selling Sequoia Voting Systems in November 2007: https://maloney.house.gov/media-center/press-releases/smartmatic-announces-sale-sequoia-voting-systems
In June 2008, NIST (National Institute of Standards and Technology) released a document showing that the ‘sale’ of Sequoia was fraudulent and that Smartmatic still owned the software that counted the votes on Sequoia’s machines.
The report outlines issues with the malfunctions with Smartmatic software in the 2006 mid-term federal primary, a court fight between Smartmatic and Sequoia over a take-over by Hart InterCivic (haven’t dug on this company at all yet), and that Sequoia voting machine software is vulnerable to tampering, which led California to decertify Sequoia machines in 2007. Finally, it outlines ties to the Venezuelan government and Hugo Chavez.

So it appears that the Sequoia transaction was all a show and Smartmatic retained the rights to the actual software.
More digs needed on who was actually on the CFIUS committee that investigated Smartmatic.
