In common usage, "scratch golfer" means that the golfer being referred to has a handicap of 0 or below. Among golfers who don't have handicaps, references to "scratch golfer" are to a golfer whose average score for a round of golf is par or better. "Hacker" is something no golfer ever wants to be called. Hacker is a derogatory term in golf that means: someone who rarely plays golf so is quite bad when they do; generally, any golfer who is just not very good at it; a mediocre or poor golfer who displays bad golf etiquette and/or poor sportsmanship.

If you attest a scorecard that is inaccurate you get disqualified.

If a fraudulant ballot tally is certifiedโ€ฆ the penalty should be disqualification.
