The prerogative of issuing Presidential pardons are particular to the holder of the Presidential office, and the power may be exercised without qualification (except that pardons may not be issued in the case of impeachment).

This possibility was subjected to extensive discussion here, almost from the beginning. If such pardons were issued, they would not be effective for future crimes; but they would have created a shield for everything prior to Trump’s inauguration. Majority here believes that a lot of the last 4 years was motivated to catch those pardoned by BHO in new crimes.
