I don't know if that's true about Schiff's current mental state. I'd believe it though.

Schiff is 100% psychopath. Those bug eyes he has, that's his "normal" expression. His mind can't process the environment and situation he's in. Normal people look happy because they are happy. Or sad, or scared, etc. His brain can't do that. He has to put on a face when he speaks. If you watch him, he'll look down, then he'll lift his head up wearing whatever expression he thinks is appropriate in that situation.

I saw it a lot in the impeachment trial. Very unsettling once you see it. Even more unsettling when he's a Representative of his constituents.
