based on my knowledge of how psychopaths think, I'm not surprised. they can be incredibly stupid because of their hubris. they really do think everyone else is stupid, so they make really obvious mistakes.

If I was anyone who wanted to accomplish something that could fail, I'd have as many possible ways of accomplishing it as possible.
Think multiple sets of sniper teams for an assassination. One may fail, so have multiple backups.
Use the cheapest first and fall back to the more expensive methods until complete.
Do I think they used Windows exploits to carry out their dirty work? I don't know. I don't think they needed to because there were so many other attack vectors on the whole process.
