This fits hand in glove with Strauss and Howe's 4th turning idea, which we know from news reports that the administration is at minimum familiar with.  Potus, in his RNC speech sais "I always knew this day would come, it was just a question of when". 

The plan has been carefully crafted over a long period of time.  The timing, however, was at least as important.  A fourth turning can go either way towards tyranny or freedom.  Godspeed Mr. President
