issue has never come up before re. quorum, however should not be a problem because dems can boycott, and so long as a GOP house member attends, that satisfies the requirement of a states attendance, and if dems boycott from a Dem majority state, the GOP member can cast the states vote with a represented majority of attendance.
i think also that the SC has no binding ruling on majority of electoral votes, meaning that is say penn does not submit its 20 votes, is a majority then 260, based on 518 total votes?
