They have a 5th amendment right but their official positions ( title ) does not. The complaint requires a response from the official capacity( office) whether the named defendants are the one to provide it or not.

The withholding of some information suggested to me Sidney is looking for them to respond to the complaint and then provide evidence that contradicts their response. It looks to me like they will read it and know they cannot respond to certain claims leaving them not in dispute. She is seeking declaratory Judgment on major issues that would need to be disputed.
