I’m not so sure, though I do believe Boris is in hock to the City. We know the EU was going after the British offshore tax havens - that would obstruct the illicit flow of funds around the globe. Can’t have that. I suspect the intention was to take the UK out of the ambit of EU law, but leave it tied in as regards economic policy. That appears to be how the situation is playing out.
