On 35:35 he is saying: "… so in my view the best policy is in terms of security and integrity is to make sure the ballots are there by election day and the best way to to that is to vote in person. But the left does'nt care "…"this is what gonna happen folks, this is what the left fears, president Trump will win on Election day and the only way they can win is if they [count] keep through though this process that I have talked about which is so susceptible to fraud".
What is more, he "predicted" censorship from big tech.
He was speaking about mail in ballots, that they should be accepted only on election day. And that there would be mailed about 55mil ballots to people who haven't asked for them.
Also he noted that ballot could be counted after election day: ".. courts have changed the rules to be anywhere from three to a dozen days" … "and thats sort of process where your accounting ballots that arrive after election day compromises the election that they're going to be fair"
I strongly encourage you to watch more of his videos. He has covered Barr, Durham (and others if I remember right things were not promising from them. Kek..) He has plenty of material to dig in, and as Donald J. Trump told, he is the one who is doing HEAVY LIFTING.
